A Gwinnett County jail inmate has been charged with trying to hire a hitman. Richard Allen Fowler, 55, allegedly offered to pay $4,500 to the "hitman" -- actually an undercover Gwinnett County deputy -- to kill a woman, Channel 2 Action News is reporting.
